Targeting Energy Reduction: Accelerate Upgrades and Renovations
This year has seen continuous new achievements in promoting large-scale equipment updates and the exchange of consumer goods for new ones. The "Several Measures on Strengthening Support for Large-Scale Equipment Updates and Consumer Goods Exchange for New Ones" released in July proposed to expand the support scope for equipment updates to energy-saving and carbon-reducing transformations in key industries, and to strengthen support for large-scale equipment updates, providing strong support for energy-saving and carbon-reducing actions to reach a new level.
The potential for energy-saving and carbon-reducing transformations in key industries is enormous. China is a major manufacturing country, with the manufacturing industry scale ranking first in the world for 14 consecutive years, accounting for about 30% of the global share, and many types of machinery and equipment holdings rank first in the world. According to estimates by relevant institutions, the net value of the current social equipment stock assets is about 40 trillion yuan. With the in-depth advancement of new industrialization and new urbanization, the demand for advanced equipment is increasing. In key areas such as industry, construction, transportation, and energy, promoting the update and transformation of high-energy-consuming and high-emission equipment such as boilers, motors, steam turbines, transformers, heat exchangers, pumps, compressors, and lighting will benefit both enterprises and the public, releasing huge market potential.

Promoting energy-saving and carbon-reducing transformations in key industries helps to cultivate and develop new quality productive forces. New quality productive forces are inherently green productive forces. Promoting the "two new" work, with the improvement of technology, energy consumption, and emission standards as the traction, will promote industrial upgrading and the development of new quality productive forces. Preliminary calculations show that this year, more than 500 energy-using equipment update projects supported by long-term special treasury bond funds have a total investment of more than 50 billion yuan. After the implementation of related projects, it is expected that an annual energy saving of about 3 million tons of standard coal and a reduction of about 8 million tons of carbon dioxide emissions will be formed each year. This will effectively promote a batch of energy-using equipment updates and upgrades, accelerate the promotion of energy-saving and carbon-reducing advanced technologies, promote the industry towards greening, and achieve a green transformation of development methods.
Traditional industries are the foundation of China's industry, with a large number of energy-using enterprises and a wide range of involvement, and there is a huge space for energy-saving and efficiency improvement. The key to promoting large-scale equipment updates in traditional industries is to adapt to the inherent requirements of green and low-carbon, and to guide traditional industries to accelerate energy-saving and carbon-reducing, transformation and upgrading through the update, transformation, and recycling of high-energy-consuming and high-emission equipment.
On the one hand, promote the application of energy-saving, environmental protection, and green equipment in key energy-using industries and key links. For example, the steel industry accelerates the ultra-low emission transformation of the entire process of existing blast furnaces, converters, electric furnaces, etc., the building materials industry transforms and upgrades related equipment and technologies such as raw material preparation, kiln control, grinding and crushing, the non-ferrous metal industry accelerates the update and transformation of green and efficient environmental protection equipment such as high-efficiency and stable aluminum electrolysis, green environmental protection copper smelting, and recycled metal smelting, and key light industries such as home appliances accelerate the update of second-level and above high-energy efficiency equipment, and implement energy-saving and carbon-reducing transformation and upgrading according to the industry and field.
On the other hand, promote the update and upgrade of key energy-using equipment in the whole society. With the improvement of energy efficiency level as the focus, promote the update and replacement of key energy-using equipment such as boilers, motors, transformers, refrigeration and heating air compressors, heat exchangers, pumps, etc. in various fields such as industry, and promote the application of second-level and above energy-saving equipment. It is worth noting that the National Development and Reform Commission takes the energy-saving effect of project implementation as an important standard for project selection, and includes projects with an annual electricity saving of more than 500,000 kilowatt-hours or an annual energy saving of more than 150 tons of standard coal after equipment transformation into the support range, in order to benefit more small and medium-sized enterprises.
Supporting the update and transformation of high-energy-consuming and high-emission equipment, it is necessary to focus on both incentives and constraints. It is necessary to strictly implement laws and regulations, accelerate the elimination of backward equipment, and improve fiscal, financial, and other policies to reduce the input costs of enterprise equipment updates, and form a long-term mechanism for the update and transformation of high-energy-consuming and high-emission equipment. In this way, it can not only promote energy-saving and carbon-reducing but also improve the green and low-carbon level of the industrial chain and supply chain, and promote the continuous development and leap of productive forces.
